CVE-2023-2588
Executive Summary
CVE-2023-2588 is an authentication bypass and remote code execution vulnerability in Teltonika's Remote Management System (RMS) versions prior to 4.10.0. The flaw resides in the cloud proxy feature, which allows users to access managed devices' SSH and web management interfaces via a generated URL on a Teltonika cloud subdomain. Because this URL can be shared without requiring RMS authentication, an attacker can craft a malicious webpage that leverages Teltonika's trusted, certified domain to induce a victim's browser into establishing a reverse shell connection, resulting in remote code execution on the victim's device. With a CVSS score of 8.8, the vulnerability is considered high severity, though no patch is currently available from any tracked source.

Technical Analysis
The vulnerability exists in Teltonika Remote Management System (RMS), a cloud-based platform designed for centralized management of Teltonika networking devices (routers, gateways, etc.). The affected feature allows authenticated RMS users to access the secure shell (SSH) or web management services of managed devices through a cloud-proxied connection. When a user requests a web proxy for a managed device, the system generates a URL hosted on a Teltonika cloud subdomain.
The critical flaw is twofold:
URL Sharing Without Authentication: The generated proxy URL can be shared with third parties who do not have RMS authentication. The URL itself acts as a bearer credential — anyone possessing the URL can access the proxied management interface of the underlying device.
Trusted Domain Abuse: Because the URL resides on a Teltonika-owned subdomain (which is certifiable and trusted by browsers), an attacker can embed or redirect users to this URL from a malicious webpage. Browsers will treat the connection as legitimate due to the valid TLS certificate on the subdomain, thus bypassing standard user suspicion and potentially same-origin policy restrictions.
The attack mechanism is a class of vulnerability known as confused deputy or authentication-free delegated access. The RMS cloud proxy fails to enforce authentication at the point of access to the generated URL, instead relying on the obscurity of the URL itself. This is conceptually similar to a security misconfiguration where a capability (the proxy URL) is exposed without a compensating access control mechanism.
The NVD description explicitly states that "an attacker could initiate a reverse shell when a victim connects to the malicious webpage." This indicates the malicious webpage likely contains client-side code (e.g., JavaScript) or triggers the browser to navigate to the proxied SSH/web management service in a way that establishes an outbound connection from the victim's device to an attacker-controlled host. The reverse shell achieves remote code execution on the victim device — meaning the victim here is not necessarily the RMS user but rather any individual who visits the malicious webpage and has a Teltonika device managed through the affected RMS instance.
No specific function names, API endpoints, or parameter details are provided in the NVD description; therefore, the analysis remains at the vulnerability-class level. The insufficient technical detail available does not permit a code-level breakdown of the proxy implementation.
Exploitation Scenarios
The attack chain for CVE-2023-2588 is as follows:
Step 1 — Reconnaissance / Target Identification: The attacker first requires access to an RMS instance (potentially through a compromised low-privilege account or by leasing/unlocking a legitimate account) that manages Teltonika devices. The attacker identifies a managed device with SSH or web management enabled. Alternatively, an attacker who has previously obtained a valid proxy URL (via phishing, log harvesting, or insider access) can skip this step.
Step 2 — Flaw Trigger: Within the RMS web interface, the attacker requests a web proxy for the target managed device. The RMS system generates a URL in the Teltonika cloud subdomain (e.g., https://<random>.rms.teltonika.net/...). Crucially, this URL is created without requiring the device owner's authorization or additional authentication for subsequent access. The URL is extracted from the browser's address bar or network traffic.
Step 3 — Payload / Execution Method: The attacker crafts a malicious webpage. This page either:
- Contains JavaScript that silently issues HTTP requests to the obtained proxy URL, or
- Auto-redirects the victim's browser to the proxy URL, or
- Embeds the proxy URL in an iframe or uses WebSocket connections to the proxied SSH service.
When the victim visits the malicious webpage, the browser connects to the Teltonika cloud subdomain. Since the domain has a valid certificate and the proxy does not re-authenticate the user, the connection is established. The attacker then leverages this connection to initiate a reverse shell from the victim's device. The reverse shell is a standard RCE primitive — the attacker executes commands on the victim's machine (which could be a router, gateway, or other Teltonika device) allowing for persistent access, data exfiltration, or lateral movement.
Step 4 — Post-Exploitation: On the victim device, the attacker has full command-line access via the reverse shell. For network devices (e.g., Teltonika routers), this permits configuration changes, traffic interception, VPN credential theft, firmware modification, or use of the device as a pivot point into the victim's network. If the victim device is a host machine (where a Teltonika device is being managed via web proxy), the attacker achieves code execution with the privileges of the browser session, potentially escalating to full system compromise.
Note: No public PoC is available; attack chain is inferred from vulnerability class. The EPSS score of 0.01121 (63.1% percentile) suggests low-to-moderate exploitation likelihood in the wild, but the high CVSS score indicates significant impact if exploited.
Impact Assessment
- Confidentiality Impact: HIGH — An attacker gains access to proxied management interfaces (SSH/web), exposing device configurations, credentials, and network traffic. If a reverse shell is achieved, full data access on the victim device is possible.
- Integrity Impact: HIGH — Remote code execution allows modification of firmware, configuration files, and system binaries.
- Availability Impact: HIGH — An attacker can brick devices, disrupt network connectivity, or introduce persistent backdoors.
- Scope: CHANGED — The vulnerability in the RMS cloud allows impact on separate managed devices and victim systems, not just the RMS platform itself.
Affected Systems: All Teltonika Remote Management System installations prior to version 4.10.0. This includes RMS cloud-hosted instances and on-premise deployments. Managed devices (Teltonika routers, gateways, modems) are the secondary impact surface. End-user systems who browse malicious webpages that abuse trusted Teltonika subdomains are also affected.
Blast Radius: Enterprise deployments using Teltonika RMS for fleet management, industrial IoT, and remote site connectivity are at highest risk. A single compromised RMS account could yield access to hundreds of managed devices. The trusted-domain abuse extends the blast radius to any internet user who visits a malicious webpage, making the attack plausible for targeted phishing campaigns.

Mitigation & Patch Guidance
Patch Confidence: 0/4 — UNPATCHED. No patch evidence from any tracked source. The vendor (Teltonika) has not released a fixed version beyond 4.10.0, and no advisory or CVE-related patch details are publicly available.
Immediate Mitigations:
- Restrict Proxy URL Generation: If using the RMS web proxy feature, restrict it to manual per-session enabling by administrators only. Disable automated or bulk proxy URL generation.
- Monitor for Anomalous Proxy URL Access: Deploy the detection rules above to identify access to Teltonika subdomains with proxy paths from unexpected source IPs or non-browser user agents.
- Network Segmentation: Ensure RMS access is only permitted from trusted IP ranges via firewall rules. Do not expose the RMS web interface to the public internet.
- User Education: Warn RMS administrators and managed device users about the risk of unsolicited links referencing Teltonika cloud subdomains. Institute a policy of never clicking such links.
- Review RMS Accounts: Audit all RMS user accounts for least-privilege compliance. Revoke accounts that are no longer active or that have excessive permissions.
Patch/Upgrade Steps:
- Monitor Teltonika's official security advisory page (teltonika-networks.com) for notifications regarding CVE-2023-2588.
- When a patched version is released (expected to be 4.10.0 or later), upgrade all RMS instances (cloud-hosted and on-premise) to that version.
- If managing on-premise RMS, test the upgrade in a staging environment before production deployment.
- After patching, validate that proxy URL generation now enforces per-request authentication.
Long-Term Hardening:
- Implement multi-factor authentication (MFA) for all RMS user accounts.
- Rotate RMS administrator credentials and API keys periodically.
- Enable comprehensive logging on RMS and forward logs to a SIEM for continuous monitoring.
- For managed devices, disable web management services unless absolutely necessary; prefer SSH-only access with strong key-based authentication.
- Evaluate whether the cloud proxy feature is essential to your operations — if not, disable it entirely.
- Maintain an asset inventory of all Teltonika devices and RMS instances to facilitate rapid patching.
Exploit-in-the-Wild Evidence: None confirmed. CISA KEV does not list this CVE. EPSS score is low (0.01121), indicating limited active exploitation observed. However, the unpatched status combined with high CVSS warrants proactive defensive measures.
