Executive Summary

CVE-2025-42611 is a vulnerability in MikroTik RouterOS that stems from improper certificate validation across multiple services. The core issue is that RouterOS uses a single, system-wide certificate store that is equally trusted by all services, including OpenVPN, CAPsMAN, and Dot1X (802.1X). This shared trust model creates a confusion of scope, allowing any certificate authority (CA) present in the system store to be trusted in any context. An attacker who can introduce a malicious CA into the system store, or who can exploit a service that accepts certificates from any CA in the store, can achieve partial or full authentication bypass. This can lead to unauthorized network access, man-in-the-middle attacks, and compromise of sensitive communications.

The vulnerability has a CVSS score of 6.5 (Medium), with a vector of AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:L/A:N. The EPSS score is 0.0%, indicating low exploitation likelihood at this time. No public proof-of-concept (PoC) or exploit code is available. No patch has been released by MikroTik.

CVSS Breakdown & Threat Level

  • CVSS Score: 6.5 (Medium)
  • Vector: CVSS:3.1/AV:N/AC:L/PR:N/UI:N/S:U/C:L/I:L/A:N
  • Attack Vector (AV): Network (N) – The vulnerability can be exploited remotely over the network.
  • Attack Complexity (AC): Low (L) – No special conditions or complex attack sequences are required.
  • Privileges Required (PR): None (N) – No authentication is needed to exploit the vulnerability.
  • User Interaction (UI): None (N) – The victim does not need to perform any action.
  • Scope (S): Unchanged (U) – The impact is confined to the vulnerable component.
  • Confidentiality (C): Low (L) – Limited information disclosure is possible.
  • Integrity (I): Low (L) – Limited data modification is possible.
  • Availability (A): None (N) – No impact on system availability.

Threat Level: Medium. The vulnerability allows authentication bypass in multiple critical services, but the impact is limited to low confidentiality and integrity. The lack of public exploits and low EPSS score reduce immediate risk, but the widespread use of MikroTik devices makes this a significant concern for network administrators.

Deep Dive & Mechanics

The vulnerability lies in the shared certificate validation logic within RouterOS. RouterOS uses a system-wide certificate store that is used by all services that require certificate-based authentication, such as OpenVPN, CAPsMAN, and Dot1X. This store is populated with trusted CA certificates.

The problem is that there is no context-aware validation. When a service like OpenVPN receives a client certificate, it checks the certificate against the system store. If the certificate is signed by any CA in the store, it is considered valid. This means that a CA certificate intended for CAPsMAN (e.g., for managing wireless access points) can also be used to authenticate an OpenVPN client. An attacker who can obtain or generate a certificate signed by any CA in the system store can bypass authentication for any service that uses the store.

For example, an attacker could:

  1. Obtain a certificate signed by a CA that is already in the system store (e.g., a legitimate CA used for CAPsMAN).
  2. Use that certificate to authenticate to an OpenVPN server, gaining unauthorized network access.
  3. Alternatively, if the attacker can add a malicious CA to the system store (e.g., through a separate vulnerability or administrative access), they can then authenticate to any service.

The vulnerability is exacerbated by the fact that many MikroTik devices are deployed with default or weak configurations, and the system store may contain CA certificates that are not strictly necessary for all services.

Vulnerable vs. Patched Code

Since no patch is available, a direct code comparison is not possible. However, the vulnerable behavior can be described conceptually:

Vulnerable Code (Conceptual):

// Pseudocode for certificate validation in RouterOS
bool validate_certificate(certificate_t *cert) {
    // Check if certificate is signed by any CA in the system store
    for each ca in system_cert_store {
        if (verify_signature(cert, ca)) {
            return true; // Certificate is valid
        }
    }
    return false;
}

Patched Code (Conceptual):

// Pseudocode for patched certificate validation
bool validate_certificate(certificate_t *cert, service_type_t service) {
    // Check if certificate is signed by a CA that is allowed for this service
    for each ca in service_specific_cert_store[service] {
        if (verify_signature(cert, ca)) {
            return true; // Certificate is valid
        }
    }
    return false;
}

The patched version would require each service to have its own certificate store or a whitelist of allowed CAs, preventing cross-service trust.

Exploitation & Lab Setup

Red Team

Objective: Bypass authentication for OpenVPN, CAPsMAN, or Dot1X using a certificate signed by any CA in the system store.

Prerequisites:

  • Access to a MikroTik RouterOS device with the vulnerable configuration.
  • Knowledge of a CA certificate present in the system store (e.g., a default CA or one used for CAPsMAN).
  • Ability to generate a client certificate signed by that CA.

Lab Setup:

  1. Set up a MikroTik RouterOS virtual machine or physical device with default settings.
  2. Configure OpenVPN server with certificate authentication using the system store.
  3. Add a test CA certificate to the system store (e.g., for CAPsMAN).
  4. Generate a client certificate signed by that CA.

Exploitation Steps:

  1. On the attacker machine, generate a client certificate signed by the CA:
    openssl genrsa -out client.key 2048
    openssl req -new -key client.key -out client.csr
    openssl x509 -req -in client.csr -CA ca.crt -CAkey ca.key -CAcreateserial -out client.crt -days 365

  2. Configure the OpenVPN client to use the generated certificate:
    client
    dev tun
    proto udp
    remote <router_ip> 1194
    cert client.crt
    key client.key
    ca ca.crt

  3. Connect to the OpenVPN server. If the connection is successful, authentication has been bypassed.

Expected Outcome: The OpenVPN server accepts the client certificate because it is signed by a CA in the system store, even though that CA was intended for CAPsMAN.

Blue Team

Detection:

  • Monitor for unexpected certificate authentication attempts across different services.
  • Look for certificates that are signed by CAs not typically used for the specific service.
  • Use logging to capture certificate details and correlate with service usage.

Mitigation:

  • Implement network segmentation to limit the impact of a compromised device.
  • Use separate certificate stores for different services if possible.
  • Regularly audit the system certificate store and remove unnecessary CAs.
  • Monitor for unauthorized CA additions to the system store.

Indicators of Compromise (IOCs)

  • Network Traffic:
    • Unexpected OpenVPN connections from unknown clients.
    • CAPsMAN or Dot1X authentication attempts from devices with certificates signed by unusual CAs.
  • Logs:
    • RouterOS logs showing successful authentication for a service using a certificate that is not typically associated with that service.
    • Logs indicating addition of new CA certificates to the system store.
  • Files:
    • Presence of unauthorized CA certificates in /flash/cert or similar directories on the RouterOS device.
  • System State:
    • Unusual certificate trust relationships, e.g., a CAPsMAN CA being used for OpenVPN.
