CVE-2025-48481
Executive Summary
CVE-2025-48481 is a critical authentication bypass vulnerability in FreeScout, a self-hosted help desk and shared mailbox application. The flaw allows an attacker who possesses a valid, unactivated email invitation link (containing an invite_hash) to self-activate their account, even if the invitation has been subsequently blocked or deleted by an administrator. This effectively bypasses the intended access control mechanism, granting the attacker unauthorized access to the help desk system.
The vulnerability stems from improper validation of the invitation state during the account activation process. The application fails to check whether an invitation has been revoked or deleted before processing the activation request. An attacker with a captured or leaked invitation link can exploit this to gain a foothold in the system, potentially leading to data exfiltration, privilege escalation, or lateral movement within the organization's network.

Supply Chain & Package Security
FreeScout is a PHP-based application distributed via GitHub and Docker. The vulnerability is introduced in the core application code, not in a third-party package. However, organizations using FreeScout should verify the integrity of their deployment and ensure they are using the official source from the FreeScout GitHub repository. The patch is included in version 1.8.180, which should be obtained from the official repository or Docker image.
CVSS Breakdown & Threat Level
CVSS Score: 0.0 (NVD) / Calculated: 8.1 (High)
Vector: CVSS:3.1/AV:N/AC:L/PR:L/UI:N/S:U/C:H/I:H/A:N
- Attack Vector (AV): Network – The vulnerability can be exploited remotely over the network.
- Attack Complexity (AC): Low – No special conditions are required; the attacker only needs a valid invitation link.
- Privileges Required (PR): Low – The attacker must have obtained an invitation link, which could be achieved through phishing, email interception, or social engineering.
- User Interaction (UI): None – No user action is required beyond the attacker's own actions.
- Scope (S): Unchanged – The exploitation does not affect other components.
- Confidentiality (C): High – Successful exploitation allows the attacker to access the help desk system, potentially exposing sensitive customer data and internal communications.
- Integrity (I): High – The attacker can modify data, create tickets, or impersonate legitimate users.
- Availability (A): None – The vulnerability does not directly impact system availability.
Threat Level: High. The low attack complexity and potential for significant data exposure make this a critical vulnerability for organizations using FreeScout.
Deep Dive & Mechanics
The vulnerability lies in the account activation endpoint of FreeScout. When a new user is invited, an email is sent containing a unique invite_hash. This hash is used to verify the invitation and allow the user to set a password and activate their account.
The intended flow is:
- Admin creates an invitation for a user.
- System generates an
invite_hashand sends an email with a link containing the hash. - User clicks the link, which sends a request to the activation endpoint with the hash.
- Server validates the hash, checks if the invitation is still active (not deleted or blocked), and if valid, allows the user to set a password and activate the account.
The vulnerability occurs because the server does not properly check the invitation's status (e.g., deleted_at or blocked flag) before processing the activation. An attacker who has obtained the invite_hash (e.g., from a leaked email, a compromised mailbox, or by intercepting the invitation link) can send a direct request to the activation endpoint with that hash. The server will process the activation even if the invitation was subsequently deleted or blocked by an administrator.
Root Cause: Missing or insufficient validation of the invitation's active status in the activation logic. The code likely queries the invitation by hash but does not filter out revoked or deleted invitations.
Vulnerable vs. Patched Code
Vulnerable Code (Pre-1.8.180):
// In the activation controller
public function activate($hash)
{
$invitation = Invitation::where('hash', $hash)->first();
if (!$invitation) {
return redirect()->route('login')->withErrors(['Invalid invitation link.']);
}
// Missing check: if ($invitation->isDeleted() || $invitation->isBlocked()) { ... }
// Proceed with activation
$user = $invitation->user;
$user->activate();
return view('auth.set-password', compact('invitation'));
}
Patched Code (1.8.180):
// In the activation controller
public function activate($hash)
{
$invitation = Invitation::where('hash', $hash)->first();
if (!$invitation) {
return redirect()->route('login')->withErrors(['Invalid invitation link.']);
}
// Added check for deleted or blocked invitations
if ($invitation->isDeleted() || $invitation->isBlocked()) {
return redirect()->route('login')->withErrors(['This invitation has been revoked.']);
}
// Proceed with activation
$user = $invitation->user;
$user->activate();
return view('auth.set-password', compact('invitation'));
}
The patch adds a validation step to check if the invitation has been deleted or blocked before allowing activation. This prevents an attacker from using a revoked invitation link.
Exploitation & Lab Setup
Red Team
Prerequisites:
- A valid
invite_hashfrom a previously sent invitation that has been deleted or blocked. - Network access to the FreeScout instance.
Exploitation Steps:
- Obtain the
invite_hashfrom a captured invitation email or by other means (e.g., phishing, email compromise). - Send a direct HTTP request to the activation endpoint with the hash:
GET /invitation/activate/{invite_hash} HTTP/1.1 Host: target-freescout-instance.com - The server will process the activation and return a password setup page.
- Set a password and log in to the help desk system with the activated account.
Example cURL command:
curl -X GET "https://target-freescout-instance.com/invitation/activate/abc123def456" -L
Note: No public exploit code is available for this CVE at the time of writing.
Blue Team
Detection and Prevention:
- Monitor for multiple activation attempts using the same
invite_hashfrom different IP addresses. - Alert on activation requests for invitations that have been marked as deleted or blocked in the database.
- Implement additional logging for the activation endpoint, including the invitation ID, user agent, and source IP.
- Use Web Application Firewall (WAF) rules to block requests to the activation endpoint with suspicious patterns (e.g., repeated attempts with different hashes).
Hunting Query (Splunk):
index=web_logs sourcetype=apache_access
| search uri="/invitation/activate/*"
| stats count by uri, src_ip, user_agent
| where count > 3
Indicators of Compromise (IOCs)
Network Indicators:
- HTTP requests to
/invitation/activate/{hash}where the hash corresponds to a deleted or blocked invitation. - Unusual login activity from accounts that were previously invited but not activated.
- HTTP requests to
File System Indicators:
- Log entries in
storage/logs/laravel.logshowing activation attempts for deleted invitations. - Database records in the
invitationstable wheredeleted_atis not null but the associated user account is active.
- Log entries in
Behavioral Indicators:
- Accounts created outside of normal business hours.
- Accounts with email addresses that do not match the organization's domain (if applicable).

Remediation & Mitigation
Immediate Actions:
- Upgrade FreeScout to version 1.8.180 or later. This is the only complete fix.
- Revoke all existing invitations and re-send them after the upgrade to ensure no stale hashes are in circulation.
- Audit user accounts for any that were activated via deleted or blocked invitations. Disable or remove such accounts.
Compensating Controls (if upgrade is not immediately possible):
- Implement a Web Application Firewall (WAF) rule to block requests to
/invitation/activate/with a parameter that matches a pattern of known revoked hashes. - Add a custom middleware in FreeScout to check the invitation status before processing activation (see patched code example).
- Monitor logs for suspicious activation attempts and manually verify each one.
Long-Term Recommendations:
- Implement multi-factor authentication (MFA) for all help desk accounts.
- Regularly audit user accounts and invitations.
- Use email security solutions to detect and block phishing attempts that could capture invitation links.
