CVE-2025-59821
Executive Summary
CVE-2025-59821 is a reflected Cross-Site Scripting (XSS) vulnerability in DNN (formerly DotNetNuke), an open-source web content management platform for the Microsoft ecosystem. The flaw exists in the application’s URL/path handling and template rendering logic, allowing specially crafted input to be reflected into a user profile that is returned to the browser without proper neutralization or encoding of HTML-meaningful characters. An attacker can cause a victim’s browser to interpret attacker-controlled content as part of the page’s HTML, leading to potential session hijacking, credential theft, or defacement. The vulnerability affects all versions prior to 10.1.0, where it has been patched. The CVSS score is 6.5 (Medium), and the EPSS score is 0.0%, indicating low exploitation likelihood at this time. No public proof-of-concept or exploit code is available.

Supply Chain & Package Security
This vulnerability is not related to a package manager (NPM, PyPI, Go, Ruby) but is a core CMS issue. The patch is available in the official DNN repository and release channels.
CVSS Breakdown & Threat Level
- CVSS Score: 6.5 (Medium)
- Vector: CVSS:3.1/AV:N/AC:L/PR:N/UI:R/S:U/C:L/I:L/A:L
- Attack Vector: Network
- Attack Complexity: Low
- Privileges Required: None
- User Interaction: Required (victim must click a crafted link)
- Scope: Unchanged
- Confidentiality Impact: Low
- Integrity Impact: Low
- Availability Impact: Low
The threat level is Medium due to the requirement for user interaction and the limited impact on confidentiality, integrity, and availability. However, the low attack complexity and network vector make it a viable phishing vector.
Deep Dive & Mechanics
The vulnerability resides in DNN’s URL/path handling and template rendering. When a user profile is rendered, the application does not properly sanitize or encode user-supplied input that is reflected in the response. An attacker can craft a malicious URL containing JavaScript payloads in parameters or path segments. When a victim visits this URL, the payload is reflected into the user profile page without proper HTML encoding, allowing the attacker’s script to execute in the victim’s browser context.
The root cause is insufficient output encoding in the template rendering engine. The application fails to neutralize characters such as <, >, ", ', and & when reflecting user input into the HTML response. This allows an attacker to inject arbitrary HTML and JavaScript.
Vulnerable vs. Patched Code
Vulnerable Code (Pre-10.1.0):
The vulnerable code likely uses a method like Response.Write() or a template engine that does not encode output. For example:
// Vulnerable: Direct reflection without encoding
string userInput = Request.QueryString["name"];
Response.Write("<div>" + userInput + "</div>");
Patched Code (10.1.0):
The patched version uses proper HTML encoding, such as HttpUtility.HtmlEncode():
// Patched: HTML-encode user input
string userInput = Request.QueryString["name"];
Response.Write("<div>" + HttpUtility.HtmlEncode(userInput) + "</div>");
Exploitation & Lab Setup
Red Team
Prerequisites:
- A vulnerable DNN instance (version < 10.1.0)
- A victim user with a valid session
Exploitation Steps:
- Identify a reflection point in the user profile URL, e.g.,
https://target.dnn/UserProfile.aspx?name=test. - Craft a malicious URL with a JavaScript payload:
https://target.dnn/UserProfile.aspx?name=<script>alert('XSS')</script> - Send the crafted URL to the victim via phishing email or social engineering.
- When the victim clicks the link, the script executes in their browser, potentially stealing cookies or performing actions on their behalf.
Example Payload:
https://target.dnn/UserProfile.aspx?name=<img src=x onerror=alert(document.cookie)>
Blue Team
Detection:
- Monitor web server logs for unusual URL patterns containing
<script>,<img, or other HTML tags in query parameters. - Use WAF rules to block requests with obvious XSS payloads.
- Implement Content Security Policy (CSP) headers to mitigate script execution.
Hunting:
- Search for requests to
/UserProfile.aspxor similar endpoints with suspicious query parameters. - Look for anomalies in user agent strings or referrer headers that may indicate automated scanning.
Indicators of Compromise (IOCs)
- URL Patterns: Requests containing
<script>,onerror=,onload=, or other event handlers in query parameters. - Log Entries: HTTP 200 responses to
/UserProfile.aspxwith query parameters containing HTML tags. - Network Traffic: Outbound connections from the victim’s browser to attacker-controlled domains (if payload exfiltrates data).
- File System: No specific file IOCs; this is a reflected XSS.

Remediation & Mitigation
Immediate Actions:
- Upgrade to DNN version 10.1.0 or later.
- Apply a virtual patch using a WAF to block XSS payloads in query parameters.
- Implement Content Security Policy (CSP) headers to restrict script execution.
Long-Term Measures:
- Enforce output encoding in all template rendering.
- Conduct regular security code reviews.
- Use automated scanning tools to detect XSS vulnerabilities.
Workarounds:
- If upgrade is not possible, disable the vulnerable user profile endpoint or restrict access via IP whitelisting.
